Netsuite File Cabinet export CSV data

Is it possible to grab the file from NetSuite's file cabinet file by ID, pass said CSV file in and parse the data as though we are doing a data loader.

The goal is to allow users to upload a file, have integrator parse the csv data from said file and return specific info into NetSuite. Then delete the file from the cabinet.
