Tax Groups not listed in Tax Code list

Hi,

I have a custom flow which syncs Sales orders from Salesforce to NetSuite. I need to set the item line Tax Codes based on the country in Salesforce. For this I use a static lookup of country vs Tax code. When the country is Canada or US, I need to set Tax Groups into NetSuite. However, none of the Tax Groups are listed in the Tax Code list. Is there any way to achieve this ?
