Cloned Flow Step Not Found After Moving from Sandbox to Production

I encountered an issue on the EU platform where a flow step cloned from the Sandbox environment to Production does not appear in the selection list when attempting to create a new flow step. Specifically, I was trying to create a HTTP Lookup Record step for getting a state code via HTTP, but the cloned step does not show up under "Your existing flow steps".

Has anyone else on the EU platform experienced this issue? Any insights or workarounds would be greatly appreciated.
