NetSuite Non-Inventory to Shopify fulfillment "Cannot move to the current origin location"

I am trying to use the newest template to fulfill "Non-Inventory" items from NetSuite to Shopify. I am successfully doing it for inventory items and but having issues for specifically "Non-Inventory" Items. The specific I'm getting is "Cannot move to the current origin location" on the third step of "Import Shopify fulfillmentOrder locations".

Are you changing the Location on these fulfillments or can you bypass the third step with a filter?

If you don't need to update the location_id, you can apply a filter or remove the third step and go straight to the fulfillment mapping and hardcode the location_id if required on the fulfillment.
