CSV file column is defined/populated in mapping, but considered 'null' by script

I am having an issue with an FTP transfer of a CSV file. It says a column that will always have a value is 'undefined.'

I have a script hook where according to what is written will look like this on the input/output.

When I run the process, it keeps saying the 'Department' column is undefined on the input. Note that the way the file is structured, some columns will have a header and others won't. This is a case of the latter, and Celigo allows it to be mapped as 'Column 5' with a transformation to 'Department.'

When I look at the retry data for the error, it shows the following:
